ON TUESDAY, JANUARY 11, PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
Volodymyr Lytvyn, Chairman of the Verkhovna Rada, opened the morning sitting and reported on the result of work of the Verkhovna Rada of Ukraine during the plenary meetings on December 21-24, 2010.
The Deputy Factions expressed their proposals and remarks.
The Chairman of the Verkhovna Rada of Ukraine informed that at the sitting of the Conciliative Council, the opposition leaders suggested listening to the report of the Prosecution General of Ukraine and the Ombudsperson of the Verkhovna Rada of Ukraine concerning the reasons to initiate criminal proceedings against the former state figures, opposition leaders and former state officials.
The People´s Deputies put the draft resolution "On the Report of the General Prosecution of Ukraine concerning Institution of Criminal Proceedings and Detention of Particular Persons" (Reg. No.7545) on the agenda, while the draft resolution on the report of the Ombudsperson of the Verkhovna Rada of Ukraine Karpachova N. I. concerning political persecutions of opposition representatives and former public officials (Reg. No.7544) was rejected.
The People´s Deputies put several bills on the agenda of the seventh session.
The People´s Deputies put the draft resolution "On Celebration of the 75th Anniversary of the National Research Center "M.D.Strazhesko Institute of Cardiology" under the Academy of Medical Sciences of Ukraine, and the 125th Anniversary of Birth of Academician M.D.Strazhesko" on the agenda.
The bill on amendments to clause 14 of the Law "On Television and Radio Broadcasting" (regarding legal basis of the national television and radio organizations activity) was presented by Yurii Plaksiuk, Chairman of the State Committee on Television and Radio Broadcasting.
The bill was referred to adjustment.
Yurii Plaksiuk, Chairman of the State Committee on Television and Radio Broadcasting, presented the bill on the Concept of the State Information Policy.
Andrii Shevchenko, Chairman of the Committee on Freedom of Speech and Information, announced the Committee´s decision to recommend adopting the bill in the first reading.
The bill on amendments to clauses 133-2 of the Code of Ukraine on Administrative Infringements (regarding protection of the national motor carriers from unfair competition on the part of foreign companies´ coastwise traffic) was referred to adjustment.
The Verkhovna Rada adopted the bill "On Amendments to the Law of Ukraine "On the Victims of Nazi Persecutions" (re Capital Repair of the Apartments).
The bill on amendments to certain Laws of Ukraine concerning improvement of the order of the serve summons was presented by Yurii Karmazin, People´s Deputy of Ukraine.
The bill was rejected.
The People´s Deputies referred the bill on amendments to certain Laws of Ukraine (regarding transactions concerning property of the minors, and prevention of corruptive actions by the issue of permits by the guardianship and wardship authorities) for adjustment.
The Parliamentarians repeatedly scrutinized the Law "On Amendments to the Law of Ukraine "On Diplomatic Service" adjusted for the motions of the President of Ukraine.
The motions of the President of Ukraine were presented by Kostiantyn Hryshchenko, Minister of Foreign Affairs.
The bill was adopted by 244 votes.
The bill on Amendments to several Legislative Acts of Ukraine (re Protection of Public Morality) was presented by Andrii Shevchenko, Chairman of the Committee on Freedom of Speech and Information.
The People´s Deputies upheld the legislative initiative by 324 votes.
The bill on Amendments to Clauses 19 and 43 of the Law "On Labour Safety" (re Punitive Penalties) was presented by Valerii Konovaliuk, People´s Deputy of Ukraine.
Chairman of the Committee on Social Policy and Labour Svitlana Shmelioiva announced that the Committee members upheld the legislative initiative and recommended the Verkhovna Rada to adopt the bill as a basis.
The People´s Deputies upheld the decision of the subject Committee by 245 votes.
Having scrutinized the amendments to the bills in the second reading, the People´s Deputies adopted the following bills: "On Amendments to the Law "On Television and Radio Broadcasting" (re Obligation of the Television Channels to supply Identifying Information during the Advertisement) and "On Amendments to Clause 61 of the Family Code of Ukraine" (re Legal Object of Conjugal Property).
The Chairman adjourned the morning sitting.
At the afternoon sitting, the People´s Deputies continued scrutiny of the bills in the second reading.
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to Clause 67 of the Code of Laws on Labour of Ukraine (re Postponement of Working Days)."
The following Laws were withdrawn as such that lost validity: on amendments to the Law "On State Voter´s Register (regarding the authorities of the State Register bodies authorities and entering the names of qualified voters)" and "On education of individuals in need of correction of physical and (or) mental development (special education)".
The Verkhovna Rada adopted the bill "On Amendments to the Law of Ukraine "On Ratification of the Nationwide Mineral Resources Base Development Program of Ukraine for the Period till the Year 2010."
The bill "On Amendments to the Law of Ukraine "On the Register of State Property Objects prohibited for Privatization" was presented by Voliodymyr Latyka, Deputy Minister of Agrarian Policy and Provisions.
The Verkhovna Rada adopted the bill as a basis and in entirety by 228 votes.
The bill on amendments to certain legislative acts of Ukraine concerning improvement of the licensing system in the sphere of economic activity and implementation of norms of administrative right was referred to adjustment.
The bill on amendments to the Law "On State Registration of Legal Entities and Sole Proprietors" (regarding the Peculiarities of the State Registration of Central Executive Bodies) was presented by Anatolii Horbatiuk, People´s Deputy of Ukraine.
The Law was adopted as a basis by 252 votes.
The Verkhovna Rada of Ukraine passed the Resolution "On Celebration of the 75th Anniversary of the National Research Center "M.D.Strazhesko Institute of Cardiology" under the Academy of Medical Sciences of Ukraine, and the 125th Anniversary of Birth of Academician M.D.Strazhesko."
The bill "On Amendments to Chapter ХІ "Final Provisions" of the Law "On Governmental Purchase" (re Support of Uninterruptible Supply of Food in the Armed Forces and Education Establishments) was adopted by 250 votes.
The People´s Deputies scrutinized the bill on amendments to clause 2 of the Law of Ukraine "On Governmental Purchase" (re purchase of goods and services in the sphere of natural monopolies and related markets).
The bill was adopted as a basis and in its entirety by 250 votes.
The Chairman adjourned the afternoon sitting.
The next plenary sitting of the seventh session will be held on Wednesday, January 12, 2011.
