The primary purpose of the bill
(Reg. No.7467) is to provide effective judicial assistance, protect individual
liberties and interests, optimize court activity, and save budget for
proceedings in a case.
The bill amends part 2 of clause 99 of the Code of Ukraine of the Code of Administrative Legal Proceedings of Ukraine fixing a one-year period for appealing to court, and supplements this clause with part 6 of the following content: "A three-year period is established for appeal to the administrative court regarding appeals against judgments, activity or inactivity of the subjects of state authority concerning calculation, appointment, recalculation, rendering, and receipt of pension payments, social aid for incapacitated persons, state social insurance payments, children of war social payments and other social aids, payments, after-payments, social services, and privileges."
According to the Committee members, the period for appeal to court for the said categories of citizens in the cases connected with the social payments meet clauses 22 and 25 of the Constitution of Ukraine.
