The bill (Reg. No7071), submitted by the People´s Deputy of Ukraine A. Hrytsenko, envisages the amendments to the order of the payment rate for the telecommunication services, obliging the cellular operators to count all the unit of time charge while calculating payment for each consumed service.
The Committee members have analyzed the bill and declared that the suggested version of the clause 39 of the Law "On Telecommunications" is not of systemic character and give not entire interpretation of the issue on payment provision to the consumers of exclusively used time. The People´s Deputies of Ukraine also focused the attention on the fact that the issue of telecommunication services payment and order of the calculations for the received services is already regulated in seconds dimension.
The Committee members have also considered the conclusion of the Cabinet of Ministers of Ukraine from 16.10.2010 stating that the rights of consumers of telecommunication services are property protected and the bill does not suggest strengthening of the rights protection.
The Committee deems it necessary to recommend the Parliament reject the bill in the result of the scrutiny in the first reading.
