The bill (Reg. No. 6343) enhances the legislation of Ukraine on charity, sets up the legal and organizational principles of charity,
arranges favorable conditions for establishment and activity of
the charitable organizations, and protects the rights of the benefactors and
the recipients of beneficent aid.
It lifts the legal restrictions for the establishment and activity of the charitable organizations by the territorial statute (division into the local, all-Ukrainian and international charitable organizations), which allows the charitable organizations to carry out their statutory activity in the entire territory of Ukraine without re-registration.
The bill specifies the control authorities of the state in the sphere of charity, and the grounds for terminating the activity of the charitable organizations. It extends the scope of the judicial protection of rights of the founders and creditors of the charitable organizations, and other subjects of charitable activity.
The bill presents several forms of governmental assistance to the benefactors and charitable activity, including distribution of social advertising and information about the charitable activity, awarding of state prizes, titles and decorations to the benefactors.
The Committee members believe that adoption of the bill will attract a greater number of individuals and legal entities to the patronage, volunteering and other socially useful work in the conditions of legal regulation and governmental support.
