During the second part of the
sitting, its participants discussed Ukrainian-Russian cooperation in the public
health and education.
Enhancement of the legal tool for the development of cooperation in education and public health was stated to be an essential component of the bilateral relations between Ukraine and the Russian Federation.
The state-building experience of both countries demonstrated that education and public health contributed to the economic growth, strengthening of the intellectual potential and life standards. The reporters believe that consolidation of cooperation in education and public health will foster long-lasting historical, cultural and humanitarian liaison between Ukraine and Russia. Therefore, cooperation in the respective sectors demands extra attention of the law-makers in the part of the legal base of inter-state relations and its implementation.
The participants also discussed interaction of the delegations of The Verkhovna Rada of Ukraine and the Federal Assembly of the Russian Federation within the international parliamentary organizations.
Interaction of the delegations of The Verkhovna Rada of Ukraine and the Federal Assembly of the Russian Federation within the international parliamentary organizations was said to be a key factor in the bilateral and multilateral relations between Ukraine and the Russian Federation.
The speakers deem necessary to foster interaction of the delegations of The Verkhovna Rada of Ukraine and the Federal Assembly of the Russian Federation within the international parliamentary organizations, and transform the work in the forums of multilateral parliamentary cooperation into a real strategic partnership.
In the end of the meeting, the participants debated the draft Protocol of the 9th Sitting of the Inter-Parliamentary Commission on Liaison between The Verkhovna Rada of Ukraine and the Federal Assembly of the Russian Federation.
Under the draft, improvement and harmonization of the legislative base of Ukraine and the Russian Federation is considered as the essential area of activity of the Inter-Parliamentary Commission and Parliaments of both states in the implementation of the joint Ukrainian-Russian projects in the sphere of high technologies (nuclear power, aviation, space-rocket forces, shipbuilding, and transport corridors).
The draft Protocol envisages the
following action: strengthening of cooperation with the Economic Cooperation
Committee of the Russian-Ukrainian Inter-State Commission to enhance the
domestic proceedings aimed at the implementation of the joint projects in the
sphere of high technologies; setting up a working group of the
Inter-Parliamentary Commission on Cooperation between Ukraine and the Russian
Federation in the sphere of high
technologies, aviation, and space to improve the legal base of cooperation; regular
scrutiny and use of proposals of the public authority bodies and enterprises of
Ukraine and the Russian Federation concerning enhancement of the domestic law
and international legal base of cooperation to support implementation of the joint
Ukrainian-Russian projects in the sphere of high technologies.
As to the Ukrainian-Russian cooperation in education and public health, the draft Protocol envisages the following action: extension of connections in the sphere of education, strengthening of contacts between the education establishments and the research centers of both countries, exchange of students, academicians and researchers, organization of theoretical conferences and common research, cooperation in the public health sector, implementation of the joint projects on epidemics counteraction, enhancement of legal tools for registration, standardization and control over the quality of medicine, counteraction to the circulation of falsified medicine, improvement of the legislative base on the health care of the citizens of Ukraine and the Russian Federation during the period of stay in the territory of a partner country, participation of the Ukrainian and Russian scholars in the theoretical and workshop conferences and meetings in the territories of the respective states.
The draft considers prospective participation of the members of the Inter-Parliamentary Commission in the Days of Education and Science of Ukraine in the Russian Federation in 2011, and the Days of Education and Science of the Russian Federation in Ukraine in 2012.
As to the interaction of the
delegations of The Verkhovna Rada of Ukraine and the Federal Assembly of
the Russian Federation within the international parliamentary organizations,
the Inter-Parliamentary Commission shall support interaction of the delegations
of The Verkhovna Rada of Ukraine and the Federal Assembly of
the Russian Federation within the international parliamentary organizations.
Interaction of the delegations of The Verkhovna Rada of Ukraine and the Federal Assembly of the Russian Federation within the international parliamentary organizations shall be strengthened by the common preliminary consultations on the matters of mutual concern.
Under the draft Protocol, to develop a common stance on the issues concerning bilateral cooperation between Ukraine and the Russian Federation, to harmonize the standpoints on the international cooperation of the Parties, and to boost interaction of the delegations of The Verkhovna Rada of Ukraine and the Federal Assembly of the Russian Federation within the international parliamentary organizations, the Foreign Affairs Committee of The Verkhovna Rada of Ukraine should hold the joint meetings with the Foreign Affairs Committee of the Federation Council and the Committee of the State Duma on the International Affairs of the Russian Federation.
