Mykola Tomenko: The Tax Code will be repeatedly scrutinized in the Second Reading on 3 December
Deputy Chairman of the Verkhovna Rada of Ukraine Mykola Tomenko believes that the Tax Code will be scrutinized in the second raeding on Friday, December 3. "Analyzing the declarations of the President´s team, I made the conclusion that the President imposed a political veto, as I have already told, thus, he expressed discontent with the Tax Code developers (the Government and the Revenue Service) and partially supported the protesters and the opposition", Mykola Tomenko stated.
"Since the President will return the document with his motions, under the clauses 134 and 135 of the Standing Orders of the Verkhovna Rada of Ukraine, each motion of the President will be scrutinized and put to the vote separately. If all the motions are adopted, a new version of the Tax Code will be considered as adopted in entirety, provided it is upheld by the majority of the Constitutional personnel of the Verkhovna Rada (226 People´s Deputies)", M. Tomenko reminded.
The Deputy Chairman of the Verkhovna Rada of Ukraine also stated that pursuant to clause 136 of the Standing Orders of the Verkhovna Rada of Ukraine, the Law adopted in the second reading with the President´s motions is finalized by the Specialized Committee and directed for the signature of the Chairman of the Verkhovna Rada of Ukraine. Afterwards it is immediately signed and directed to the President of Ukraine. "Hence, the finalized Tax Code may become a Law on Monday", M. Tomenko declared.
However, Mykola Tomenko is surprised by the declarations of the governmental officials and experts concerning 300 votes required to adopt the resolutions. "As we see, the Presidential team has chosen the simplest way to evade criticism of the President by the small and medium-sized business. As a result, they need 226 votes of the People´s Deputies of Ukraine to adopt the Tax Code", he stated.
