Mykola Tomenko: The Main Purpose of the Administrative Reforms should be developed by the Responsible and Professional State Apparatus instead of the Redundancy of the State Officials

Mykola Tomenko, Deputy Chairman of the Verkhovna Rada of Ukraine emphasised that, the Main Purpose of the Administrative Reforms should be developed by the Responsible and Professional State Apparatus instead of the Redundancy of the State Officials.

 

M. Tomenko stated that the beginning of the administrative reforms at the end of the reorganization of the Government means that the biggest mistakes characterizing tax reform that finally appeared to be unsuccessful, characterize the administrative reform.

 

The Deputy Chairman deems it the reform´s drawback the fact it used to be prepared in big secret and the decision was made by 5 persons maximum. "In fact it should have been vice versa. First of all there should have been a serous discussion between experts first of all and not politicians", M. Tomenko emphasised.

 

M. Tomenko is convinced that the principal idea of such reform should be "optimization of the management for the formation of the professional and responsible executive power in Ukraine, instead of the reeducation of state officials personnel."

 

Though, M. Tomenko expressed hope that the new stage of the administrative reforms would not be a big secret for 5 people, but a specialized reform for the sake of society´s interests.
