THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONTINUED ITS PLENARY WORK ON WEDNESDAY, 1 DECEMBER
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the plenary meeting and briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on 30 November.
The People´s Deputies presented their proposals, motions and announcements.
Deputy Minister of Labour and Social Policy Viacheslav Kolomiets presented the bill on Ratification of the Agreement between Ukraine and Spain regarding Regulation of the Labour Migrants Flow between the States.
The Verkhovna Rada ratified the Agreement between Ukraine and Spain regarding Regulation of the Labour Migrants Flow between the States by 294 votes.
The People´s Deputies also ratified the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Equatorial Guinea on Mutual Exchange and Treatment of Secret Information, and the Agreement between the Cabinet of Ministers of Ukraine and the Socialist People's Libyan Arab Great Jamahiriya on the Mutual Protection of Secret Information.
People´s Deputy Anatolii Hrytsenko presented the bill on amendments to several Laws of Ukraine regarding restriction of unscheduled inspections on state supervision (control) over the economic activity.
The bill establishes administrative responsibility for the officials who violated the law during the unscheduled inspection, exceeded its length, or failed to submit the documents certifying the inspection. The bill was rejected.
People´s Deputy Vitalii Korzh presented the bill on the National Commission on Regulation of Communications of Ukraine. The bill was forwarded for adjustment.
The People´s Deputies discussed several bills, rejecting the following ones: on amendments to several legislative acts of Ukraine (re extra guarantees for the public concerning response to the inquiries submitted to the public authority or local self-government bodies); on amendments to the Law "On the Local Self-Government in Ukraine" (re upkeep of orphans and children deprived of parental care); on amendments to the Law "On the Local Self-Government in Ukraine" (re official promulgation of the acts of the local self-government bodies and officials); on amendments to clause 55 of the Law "On the Local Self-Government in Ukraine" (re specification of the scope of authorities of the council chairman as to the double employment); on amendments to the Criminal Code of Ukraine; on amendments to several Laws of Ukraine regarding liquidation of the tax police.
The People´s Deputies also rejected the draft resolution on suppression of the growth of prices for the essential food stuffs.
BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defence Factions insisted that they be given the floor. Andrii Parubii, member of Our Ukraine-People´s Self-Defence Faction, read out the appeal, according to which several People´s Deputies of Ukraine of the sixth convocation violated the Constitution of Ukraine and the Laws of Ukraine on prohibition of double employment of the deputies.
People´s Deputy Serhii Soboliev presented the bill on the simplified taxation system. The bill was rejected.
The People´s Deputies scrutinized the bill on Amendments to the Law "On Advertising" (re the Time of finishing the Break in a Television Program). The bill was adopted as a basis.
People´s Deputy Volodymyr Bondarenko presented the bill on the principles of the tariff-pricing policy for the public utility services and natural gas for the public needs in 2010-2011. The bill was rejected.
In the end of the plenary meeting, the People´s Deputies scrutinized two draft resolutions on setting up the interim inquiry panels. The draft resolution on setting up an Interim Inquiry Panel to investigate blocking of participation of the political opposition in the elections by the state authority bodies was postponed, whereas the draft resolution on setting up an Interim Inquiry Panel to investigate falsification of the data of the State Statistical Committee of Ukraine concerning the rates of inflation and the unauthorized printing of bank notes was rejected.
