The bill (Reg. No. 6422) establishes responsibility of the officials for violating the terms of issue of a state certificate for the title of land, namely, a fine at the rate of twenty-fifty tax-free allowances. If the official who was subject to the administrative penalty commits similar actions within a year, a fine at the rate of fifty-two hundred tax-free allowances is imposed.
