Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine suggests that the People´s Deputies should stop the conflicts and reach a compromise.
"We should stop this rage of accusations. Everyone is responsible, everyone is guilty," V.Lytvyn stated in the interview to Rada television channel on Friday.
The Head of the Parliament declared that he assumed full responsibility for the situation: "Why was the compromise not reached? Why there was no dialogue? What action should be taken to prevent dissemination of frustration and hatred towards the authorities?"
V.Lytvyn stated that he had held consultations with the faction leaders on Thursday to reach a consensus.
The Head of the Parliament understands the stance of the deputies of BYuT-Batkivshchyna Faction who "protect their leader." Among the demands of the Faction, V.Lytvyn named suspension of political persecutions of Yulia Tymoshenko, and lifting of restrictions for her movement within the country and abroad. "We agreed that an interim inquiry panel should be set up. I convinced the leaders of the majority factions to support this idea, as the votes of the BYuT Factions would not suffice. I suggested that this panel should be headed by a person, whom this faction considers as reliable," he stated.
V.Lytvyn also suggested that the Head of the State Treasury reported on the movement of EUR 320 million allotted to Ukraine under the Kyoto Protocol, and the results of the respective audit during the Government Question Hour. Representatives of the BYuT Faction appreciated this idea, and "went out to have a consultation."
Still, at 15.00 representatives of the BYuT Faction refused this proposal. They suggested that the Parliament addressed the General Prosecution with a request to change the preventive measure for Yu.Tymoshenko. V.Lytvyn suggested proclaiming the respective declaration in the session hall and putting in to the vote. If the deputies failed to support it, it could have been converted into a deputy request. However, this idea was rejected.
V.Lytvyn stated that the suggestion that the faction leaders should meet the Prosecutor General had also been rejected.
"In the result, you know what has happened. Frankly speaking, it is rather complicated to conduct talks and try to reach a compromise with people who do not adopt any decisions. The conversation is endless. Once again we faced a manifestation of wildness," he stated. Still, V. Lytvyn called not to treat the event in the parliament with a bias. "This is a problem of all the Deputies in the Verkhovna Rada. First of all, I do take the responsibility for the events. Conflicts take place in families, society, parliaments of other countries. However, the most difficult fact in our situation is that there is no desire to make conclusions, learn a lesson of this situation and search for common positions", the Chairman of the Verkhovna Rada of Ukraine declared.
V. Lytvyn believes that the BYuT faction is not only willing to protect their lieder from the respective political power, but also "to block the decision-making in the state." "On December 20, IMF Council will make a decision concerning the next trench for Ukraine. If the decision is not adopted, we will not get a credit, hence, there would be no opportunity to settle the financial problems of Ukraine," he summed up.
