During the Seventh Session of The Verkhovna Rada of Ukraine of the Sixth Convocation, the Committee on State Building and Local Self-Government brought forward 53 Bills

The following laws came into force, having been drafted by the Committee and adopted by The Verkhovna Rada:  

 

"On Amendments to the Law of Ukraine "On the Capital of Ukraine Hero City Kyiv" regarding establishment of district councils" (Reg. No. 2500-VI of 07.09.2010). According to the Law, district councils are established under the resolution of the territorial community of Kyiv, being passed at the local referendum or under the resolution of Kyiv City Council;

 

"On Amendments to the Law of Ukraine "On the State Register of Voters" (Reg. No. 2536-VI of 21.09.2010). Under the Law, the voters can change the place of voting temporarily (for the period of elections or the referendum), if they can not vote at the specific polling station with valid excuse, their election registration address remaining the same.  

 

"On the Cabinet of Ministers of Ukraine" (Reg. No.2591-VI of 07.10.2010). Under the Law, the Government consists of the Prime Minister, the First Deputy Prime Minister, three Deputy Prime Ministers, and the Ministers of Ukraine. Offices of the Cabinet of Ministers members belong to the political offices not subject to the labour legislation or the laws on public service.  

 

During the session, the Committee organized and held several hearings and round table discussions. On September 14, 2010, the Committee held a round table discussion to debate the functioning of the State Register of Voters.

 

On October 4, 2010, the Committee held the hearings to discuss implementation of the European Charter of Self-Government in Ukraine.

 

On October 12, 2010, the Committee held a round table discussion to debate regulation of political parties in Ukraine. Within the common project of the EU and the OSCE Office for Democratic Institutions and Human Rights, officials of the Laboratory for Legislative Initiatives presented the research "Regulation of Political Parties in Ukraine: Current Situation and Reforms." 

 

On December 17, 2010, the Committee held a conference to discuss the legislative support of inter-municipal cooperation.
