Deputies of Ukraine, representatives of the central and local bodies of the
executive power, self-government bodies and their associations, international
financial and donor
organizations, research establishments, Ukrainian and international experts attended the conference.
Opening the conference, Chairman of the Sub-committee on State Building Vasyl Demchyshen stated that the issues of the intermunicipal cooperation was of special significance in the light of preparation for the wide-ranking reform of the local self-government that envisages the administrative-territorial system optimization, improvements of the public utility services, etc.
He is convinced that implementation of the relevant norms of a new Budget Code and the Law "On the Local Self-Government in Ukraine" will enable the communities to transfer their budget funds to the neighboring cities to support their residents with respective services.
Ake Peterson, CE Secretary General´s representative for coordination of cooperation programs with Ukraine, declared that the municipal cooperation was an essential component in the local self-government reform in Ukraine, and emphasised, "This sphere requires law, political will and public consensus."
The conference participants singled out the short-range priorities in the sphere: formation of the relevant legislative base on the municipal cooperation to facilitate partner relations between the communities.
The participants of the conference stated proposals on the development of the national legislation on intermunicipal cooperation would be prepared and directed to the subject parliamentary committee to be considered in the law-making.
