PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 14 DECEMBER.

 

Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, opened the morning plenary meeting. He informed that V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, was taking part in the Tenth Council of the Leaders of the Foreign Diplomatic Institutions of Ukraine.  

 

A. Martyniuk reported on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on 30 November 3 December.

 

Authorized representatives of the deputy factions presented their motions, appeals and announcements.

 

The People´s Deputies put several bills and draft resolutions on the agenda of the seventh session.  

 

Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, put the draft resolution "On the Procedure of Consideration and Adoption of the Bill on the State Budget of Ukraine for 2011" to the vote.

 

Valerii Baranov, Chairman of the Committee on Budget, presented the draft resolution "On the Procedure of Consideration and Adoption of the Bill on the State Budget of Ukraine for 2011."

 

The resolution was adopted by 266 votes.

 

V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, continued chairing the plenary meeting. He informed that the members of the Cabinet of Ministers headed by Prime Minister M.Azarov were present in the session hall.  

 

The Chairman put the bill on the State Budget of Ukraine for 2011 to the vote.

 

Fedir Yaroshenko, Minister of Finance, presented the bill. He stated that the bill reloaded the governmental financial system. It took into account the average development strategy. F.Yaroshenko reported on the basic indices of the State Budget of Ukraine for 2011.  The financial resource of the State Budget for 2011 totaled UAH 329,5 billion. The Minister of Finance answered the questions of the People´s Deputies.   

 

Valerii Baranov, Chairman of the Committee on Budget, presented the conclusions of the Committee. The Committee on Budget analyzed the bill as to its conformity to the Budget Code and the fundamental guidelines of the fiscal policy for 2011.

 

V. Lytvyn called for adjusting the draft budget. He deems necessary to exclude the principles that contradict the Budget Code and the Constitution of Ukraine.

 

The Verkhovna Rada of Ukraine passed the Resolution "On Adoption of the Bill on the State Budget of Ukraine for 2011 as a Basis" by 275 votes.

 

In the end of the morning sitting, the People´s Deputies scrutinized the bill on culture in the second reading.

 

Chairman of the Committee on Culture and Spirituality Volodymyr Yavorivskyi announced that the Committee recommended the Verkhovna Rada to direct the bill for adjustment.

 

The parliamentarians adopted the bill on culture in its entirety as a Law by 288 votes.

 

In the beginning of the afternoon sitting, the People´s Deputies scrutinized the bill on amendments to certain Laws of Ukraine regarding payments for natural gas and electrical energy, having adopted it in entirety.

 

The parliamentarians scrutinized human resources issues. Namely, the following draft resolutions were considered :"On Consent to Dismissal of O.O. Kostusev from the Office of the Chairman of Antimonopoly Committee of Ukraine under the Order of the President of Ukraine " due to election to the office of Odesa mayor; "On Consent to Dismissal of V.P. Tsushko to the Office of the Chairman of Antimonopoly Committee of Ukraine under the Order of the President of Ukraine "

 

The Verkhovna Rada passed these resolutions.

 

The bill on Amendments to the Budget Code of Ukraine and several Legislative Acts of Ukraine was presented by Anatolii Miarkovskyi, Deputy Minister of Finance.

 

The Verkhovna Rada adopted the bill in the first reading by 259 votes.

 

The People´s Deputies scrutinized the bill on amendments to clause 155 of the Criminal Procedural Code of Ukraine (re arrest) in the second reading. It was presented by Volodymyr Oliinyk.

 

The People´s Deputies scrutinized amendments to the bill and directed it for adjustment.

 

The parliament members repeatedly scrutinized several Laws with the motions of the President of Ukraine. In the result of the scrutiny, the Law "On Amber" was rejected. The People´s Deputies took into consideration the motion of the President of Ukraine concerning rejection of this Law.

 

The Verkhovna Rada adopted a new version of the Law "On Forced Scrutiny of Regulatory Acts adopted by the Local Self-Government Bodies and Officials" with the motions of the President of Ukraine.

 

The Chairman adjourned the afternoon sitting. The next plenary meeting of the seventh session will be held on Wednesday, 15 December.
