Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, deems implementation of the Administrative Reform Logical and Necessary Step.
"It is quite logical and correct solution, though it us complicated and sensitive", V. Lytvyn, Chairman of the Verkhovna Rada of Ukraine declared on Monday, asked by the journalists.
The head of the Ukrainian Parliament added that the administrative reform "is extremely essential" since this issue "should has been scrutinized long ago." According to him, it should implement novations declared ion the Order of the President of Ukraine. "I am strongly convinced that e need to deny the system of management that gives orders, separates and is efficient only for certain number of state officials", he added.
Ministries and Departments that are centralized executive power bodies, according to V. Lytvyn, shall "draft the policy and provide formation of rules and conditions of Ukrainian functioning that would give the biggest results."
V. Lytvyn supposes that the administrative reform "would meet serious criticism since we speak about redundancy of certain number of assistants." "Next step reduction of the management apparatus within the local self-government bodies", he stated.
It is obvious that "the quantity of offices would be reduces, thus it nay cause problems." Though, one should meet compromise in decision that should be adopted instead of the personnel matters.
The Head of the Parliament also stated that this issue envisages neither purging of personnel nor politically motivated dismissals.
Asked by the journalists, V. Lytvyn expressed thought that redundancy in the Verkhovna Rada of Ukraine Secretariate in the framework of the administrative reform would not take place, since the officials of the Secretariate seriously deals with the preparation or the scrutiny of the legislative acts. The Head of the Parliament also announced that the Draft Budget for 2011 expenses on the activity of the Verkhovna Rada of Ukraine are reduced on 12% in comparison with the last year.
