Mykola Tomenko: There would be in the Parliament 'Two Budgets' of Non-existing Country: drafted for the Old System of 'Faithful' and 'Unfaithful' Persons

Mykola Tomenko, Deputy Chairman of the Verkhovna Rada of Ukraine, stated that the preliminary analysis of the bill "On State Budget of Ukraine for 2011" proves that the Government submitted for the parliamentary scrutiny "two budgets": budget for faithful individuals and for all the rest.

 

According to M. Tomenko in the budget for ‘faithful individuals ‘expenses on the centralized power bodies would be increased, namely for the funding of closest and "the most faithful" structure of power as State Department of Affairs under the President of Ukraine General Prosecutor´s Office, Security Service of Ukraine etc. In the budget for all the rest lack of the serious social and public projects in the interest of the citizens, lack of the systemic support of the regions and self-government bodies etc.

 

M. Tomenko focused attention to the fact that the draft budget 2011 is written "for non-existing country and non-existing authority structure" since the system of ministries and departments on which the funds are allocated does not correspond to the structure adopted by the President of Ukraine pursuant to the administrative reform from December 9 of the current year.
