Adam Martyniuk: The Verkhovna Rada of Ukraine suggests harmonizing the Terms of Authorities of the Public Power and Local Self-Government Bodies

 

The Verkhovna Rada of Ukraine has preliminarily passed the amendments to the Constitution of Ukraine regarding the Conduction of Regular Elections to the Verkhovna Rada of the Autonomous Republic of the Crimea, Local Councils and Village, Township and City Mayors. 305 People´s Deputies out of 332 present endorsed the resolution at the morning sitting on 19 November.

 

Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, presented the bill in the Parliament. He reminded that the parliament had forwarded the bill to the Constitutional Court to get a conclusion as to its compliance with clauses 157 and 158 of the Fundamental Law.

 

"The Verkhovna Rada resolved to forward the bill on amendments to the Constitution of Ukraine regarding the Conduction of Regular Elections to the Verkhovna Rada of the Autonomous Republic of the Crimea, Local Councils and Village, Township and City Mayors to the Constitutional Court to get a conclusion as to its compliance with clauses 157 and 158 of the Fundamental Law," A.Martyniuk stated.

 

According to the First Deputy Chairman, the bill harmonizes the periods of authorities of the public power bodies and other local self-government bodies.  

 

A.Martyniuk stated that in accordance with the amended Transitional Provisions, "the next elections to The Verkhovna Rada of Ukraine shall be held on the last Sunday of October 2012, while the regular elections of the President of Ukraine shall be held on the last Sunday of March 2015."

 

According to A.Martyniuk, the bill "introduces a constitutional novelty as to the periods of authorities of the Verkhovna Rada of the Autonomous Republic of the Crimea, local councils and village, township and city mayors" in part of their harmonization.  

 

The Verkhovna Rada shall adopt the final resolution on amendments to the Constitution of Ukraine by the constitutional majority (at least 300 People´s Deputies) at the next regular session of the Parliament to be launched on the first Tuesday of February 2011.
