On Monday, Volodymyr
Lytvyn, Chairman of the Verkhovna Rada of Ukraine, met
Sergei Mironov, Chairman of the
Federation Council of the Russian
Federation.
S. Mironov stays with an official visit in Ukraine.
In the beginning of the meeting, V.Lytvyn stated that the official visit of the Chairman of the Federation Council and the work of the Inter-Parliamentary Commission on Cooperation between The Verkhovna Rada of Ukraine and Federal Assembly of the Russian Federation would boost bilateral cooperation. "We have overcome the gap in the inter-state relations and their inter-parliamentary dimension," the Head of the Ukrainian Parliament stated. "Stagnation of Ukrainian-Russian relations like in 2006-2009 should be prevented, while the actions shall be taken."
S. Mironov stressed that relations between the countries became systemic. The Chairman of the Federation Council of the Russian Federation announced that the joint article by the Heads of the Parliaments, entitled "Russia and Ukraine: from the View of a Historical Optimism", published in the newspapers Holos Ukrainy and Rossiyskaya Gazeta on the eve of the official visit of S. Mironov to Ukraine got a positive response.
"I am glad that the inter-parliamentary cooperation is fruitful and positive, especially in the framework of such inter-parliamentary organizations as the parliamentary assemblies of the Council of Europe, the OSCE and the BSEC," he declared.
The Chairman of the Verkhovna Rada of Ukraine called for harmonizing the standpoints on the mutually beneficial issues between the standing delegations of the states in the inter-parliamentary unions. He expressed his gratitude to Russia for its assistance in the issue concerning presidency of Ukraine over the OSCE in 2013. He also expressed his gratitude to the observers of the CIS IPA for the active participation in the local elections in Ukraine, and high assessment of the elections organization.
The Heads of
the Parliaments discussed a wide range of trade-economic and humanitarian
issues.
V.Lytvyn and S. Mironov deem necessary to foster bilateral cooperation in such knowledge-based sectors as space-rocket production, aircraft construction, nuclear power engineering, and machine building. Increase in the rate of the mutual commodity circulation should become a priority of cooperation.
The Parties dwelled upon the further development of cross-border collaboration. The Chairman of the Federation Council of the Russian Federation suggested holding off-site meetings of the Inter-Parliamentary Commission on Cooperation between The Verkhovna Rada of Ukraine and Federal Assembly of the Russian Federation in the border regions.
The Chairman of the Verkhovna Rada of Ukraine supported this idea, and suggested involving members of the local authorities and humanitarian agencies. V.Lytvyn stressed that such work should aim at the immediate alleviation of the border and custom control. He believes that Ukrainian and Russian Parliaments should facilitate settlement of respective issues at the legislative level.
Dwelling upon the cooperation in the humanitarian sector, the Chairman of the Verkhovna Rada of Ukraine underscored "domination of objectivism" in the issues of common history. He considers the work of the Joint Commission of Historians as a positive example, as it contributed to the impartial elucidation of history and bilateral relations of the states.
The Parties discussed commemoration of the 200th anniversary of birth and 150th anniversary of death of Taras Shevchenko. This issue was raised at the sitting of the CIS IPA dedicated to the implementation of the resolution "On Commemoration of the 200th Anniversary of Birth and 150th Anniversary of Death of T.H. Shevchenko" held in Saint Petersburg in October 2010.
