On December 11, 2010 terminates seven-year authority of Valentyn Symonenko (1940 year of birth) who has been occupying the office of the Head of the Court of Auditors of Ukraine. The Deputy Chairman of the Verkhovna Rada of Ukraine reminded that pursuant to the requirements of item 16 clause 85 of the Constitution of Ukraine, appointing and dismissal from the offices of the Head and other members of the Court of Auditors of Ukraine are under the authorities of the Verkhovna Rada of Ukraine and clause 10 of the Law of Ukraine "On Court of Auditors of Ukraine" defines that the Head of the Court of Auditors of Ukraine is appointed to the office after the submission of the Chairman of the Verkhovna Rada of Ukraine for the term of 7 years. Thus the Deputy Chairman of the Verkhovna Rada directed the appeal to the Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn with the request to initiate the scrutiny during the sitting of the Conciliate Council on December 13 of an issue on appointing of new Head of the Court of Auditors of Ukraine and dismissal of V. K. Symonenko from the occupied office due to his authorities termination and appointing of new Head during the next plenary week on December 14-17.
Mykola Tomenko is convinced that preserving of independent and objective position of this essential supervision body would be possible only under the condition it is headed by the representative of the Parliamentary opposition and is not connected with the presidential or governmental institutions.
Moreover, M. Tomenko reminded that pursuant top the Law of Ukraine "On Parliamentary Opposition" (Reg. No0886) upheld in the first reading by 362 People´s Deputy of Ukraine, the Chairman, Deputy Chairmen and Secretary of the Court of Auditors of Ukraine and four its inspectors are appointed by the Verkhovna Rada of Ukraine after the submission of the parliamentary opposition. "Thus it would be correct if under the present conditions this structure is headed by the person independent from the authorities, thus this body is able to act as an independent supervising institute that would proved strict control for the Budget funds use", M. Tomenko emphasised.
