The Committee on Foreign Affairs recommends the Parliament to ratify the Agreement between the Cabinet of Ministers of Ukraine and the Socialist People's Libyan Arab Great Jamahiriya on the Mutual Protection of Secret Information

The Agreement signed in Tripoli on 26 May 2009 sets the equivalents of security classification used in Ukraine and in the Socialist People's Libyan Arab Great Jamahiriya, the order of its use or cancellation, mutual exchange and treatment of secret information, settlement of debatable issues, and competent bodies of the Parties in charge of implementation of the Agreement.   

 

Subjects of the implementation of the Agreement are the public authority bodies, enterprises, establishments and organizations that carry out activity related to the secret information and have a permit for transference of the secret information to the foreign partner.  

 

Under clause 8 of the Agreement, a competent body in charge of implementation of the Agreement in Ukraine is the Security Service of Ukraine. The order of information exchange authorizes the Security Service of Ukraine and the competent body of Libya to exert due governmental control over the observance of domestic law by the cooperation entities during the secret information exchange.
