Adam Martyniuk: A Wide-Scale Administrative Reform of Public Administration is being developed
Adam Martyniuk,
First Deputy Chairman of The Verkhovna Rada of Ukraine, expects that a wide-scale administrative reform of public
administration will be presently launched. The politician made this statement
at the seminar "Enhancement of Work of The Verkhovna Rada of Ukraine Secretariate Priority Measures", organized by the Committee on Rules of
Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of
Ukraine.
"A wide-scale administrative reform of public administration is being prepared. I expect that the President of Ukraine will shortly issue a decree on enhancement of the public administration, especially, its executive branch," the First Deputy Chairman stated. "Drastic changes will affect the administrative apparatus of the ministries and the Cabinet of Ministers. It concerns the entire vertical power structure of the executive authorities, the President and the Verkhovna Rada of Ukraine Secretariate."
A. Martyniuk believes that the Verkhovna Rada of Ukraine Secretariate fulfills responsible functions, as the employees of the parliamentary committee secretariats support the work of the People´s Deputies. He stated, "Dividing the achievements of the deputy corps and the Secretariate by the final output, i.e. the legislative act, 70 per cent is the work of the Secretariate, while the rest is the work of the law-makers. Employees of the secretariats of the parliamentary committees and the Verkhovna Rada of Ukraine Secretariate bear the burden of a hard daily work."
A. Martyniuk singled out the priorities in the enhancement of work of the Verkhovna Rada of Ukraine Secretariate: re-organization of the functions, efficient use of human resource, and systematization of expert review of the drafts.
A. Martyniuk drew attention to the public response to the newly-adopted Tax Code. "The people are protesting and demanding that the President vetoes the Code. However, the President could not do that, even if he wished, as he does not have a document to be vetoed," he stated. "The Tax Code is still in The Verkhovna Rada. More than 500 pages shall be collated with the verbatim reports. This document requires a thorough approach. However, this burden lies on the Central Judicial Office of the Verkhovna Rada of Ukraine Secretariate that is working 24/7."
The First Deputy Chairman analyzed the work of the parliamentary committees and structural subdivisions of The Verkhovna Rada of Ukraine Secretariate during the work of the Parliament of the 6th
convocation. He reported that 356 people worked in the committee secretariats.
More than thirteen thousand questions have been raised at the committee
sittings.
A. Martyniuk believes that the work of the Verkhovna Rada of Ukraine Secretariate should be analyzed on a regular basis. He plans to address the Chairman of The Verkhovna Rada of Ukraine with a request to analyze the results of the seminar to enhance efficiency of the Parliament.
