On Wednesday, Volodymyr
Lytvyn, Chairman of the Verkhovna Rada of Ukraine, took over the Chairmanship
in the Parliamentary Assembly of the Black Sea Economic Cooperation.
"It is a great honor for me to take over the chairmanship in the Parliamentary Assembly of the Black Sea Economic Cooperation, the organization that proved its efficiency as a trustworthy and mutually profitable tool of regional political, economic, social and public dialogue", V. Lytvyn declared during the ceremony in Trabzon (the Republic of Turkey).
According to him, the latest activity of the Assembly proves that the dialogue based on the economic, social, scientific-technical and cultural-informational interests of the BSEC member states leads to their mutual and profitable interaction.
V. Lytvyn calls for the legislative support of transport and communications, and power engineering sectors in view of their increasing role. It would arrange the legislative conditions to coordinate and enhance cooperation between the BSEC member states in these sectors, implement a new energy policy in the region, use the transit potential of the Black Sea region, establish the European and Asian transportation corridor, and realize other initiatives essential for integration into the global economic space.
"Coordination of all the Black Sea Economic Cooperation institutions - BSEC, PABSEC, BSEC Business Council, the Black Sea Trade and Development Bank, the International Centre for Black Sea Studies - is essential. No less important is the task of BSEC to implement the large-scale projects in transport and environmental sectors," the Head of the Ukrainian Parliament declared.
V. Lytvyn also laid emphasis on the
role of parliaments in arrangement of the political basis and legal framework to
adapt the BSEC member countries to the issues of globalization under the
conditions of the global financial crisis.
The Chairman of the Verkhovna Rada of Ukraine reminded that the Black Sea Economic Cooperation would presently celebrate its 20th anniversary, which "will become an important chapter in our development, and obliges us to discern new perspectives in the future of PABSEC." "Ukraine deems necessary to thoroughly analyze and generalize the previous experience of the organization, and develop the recommendations for its further activity to be adopted during the anniversary summit in 2012", he explained.
On behalf of Ukraine and the Verkhovna Rada of Ukraine, V. Lytvyn expressed gratitude to Mehmet Ali Şahin, Speaker of the Grand National Assembly of Turkey, and the Republic of Turkey for the efficient chairmanship and perfect work organization. He assured all the delegations in the willingness of Ukraine "to work efficiently for the development of PABSEC and prosperity of our state and people."
