The bill (Reg. No.7212) presents a new version of sub-item 4 of item 8 of Chapter XV "Final Provisions" of the Law "On Compulsory State Retirement Insurance", stating that "sole proprietors that have chosen a special tax treatment (a fixed tax, a single tax, a specialized trade patent purchase) and their family members participating in the economic activity pay insurance fees at the fixed rate, provided they voluntarily participate in the system of the state retirement insurance."

The bill excludes item 13 from this Chapter that authorizes the persons entitled to pension under the Laws "On Cabinet of Ministers of Ukraine", "On Public Service", "On the National Bank of Ukraine", "On the Status of Judges", "On the Expert Testimony in Court", "On the Prosecuting Magistracy", the Customs Code of Ukraine and other Laws to choose one type of pension.

The Committee members are convinced that adoption of the bill will facilitate "eradication of ‘shadow activity´ in small business."
