The seminar "Enhancement
of Work of The Verkhovna Rada of Ukraine Secretariate - Priority Measures" was organized by the
Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of
The Verkhovna Rada of Ukraine jointly with the Program of Assistance to the Parliament of Ukraine ІІ.
Attendants of the seminar discussed enhancement of work of the Verkhovna Rada of Ukraine Secretariate, interaction of the Secretariate with the parliamentary committees and deputy factions, organization of work of the consulting assistants of the People´s Deputies of Ukraine to improve the quality of the legislative acts.
The participants stated that training of the employees of the Verkhovna Rada of Ukraine Secretariate would greatly contribute to the enhancement of the parliamentary work. They discussed the specificity of work of foreign parliamentary secretariats and their structural organization (experience of the Eastern European countries and CIS member nations, recommendations for the Parliament of Ukraine).
Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, expects that a wide-scale administrative reform of public administration will be presently launched.
"A wide-scale administrative reform of public administration is being prepared. I expect that the President of Ukraine will shortly issue a decree on enhancement of the public administration, especially, its executive branch," the First Deputy Chairman stated. "Drastic changes will affect the administrative apparatus of the ministries and the Cabinet of Ministers. It concerns the entire vertical power structure of the executive authorities, the President and the Verkhovna Rada of Ukraine Secretariate."
A. Martyniuk believes that the Verkhovna Rada of Ukraine Secretariate fulfills responsible functions, as the employees of the parliamentary committee secretariats support the work of the People´s Deputies. He stated, "Dividing the achievements of the deputy corps and the Secretariate by the final output, i.e. the legislative act, 70 per cent is the work of the Secretariate, while the rest is the work of the law-makers. Employees of the secretariats of the parliamentary committees and the Verkhovna Rada of Ukraine Secretariate bear the burden of a hard daily work."
Serhii Sas, First Deputy Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, reported on the actions taken to improve the work of the Verkhovna Rada of Ukraine Secretariate.
He briefed on the structure of the Secretariate
that should support the
organization and work of The Verkhovna Rada of Ukraine as a supreme law-making body of Ukraine. However,
the People´s Deputy admitted, "This organization has not changed for 10 years."
To enhance the work of the Secretariate, S.Sas deems necessary to take the following actions: rearrange the structure of the Secretariate, strengthen the role of the committee secretariats, alleviating the workload of the respective subdivisions of the Secretariate; reduce the number of subdivisions of the Secretariate (merging them by the similarity of functions), regulate their interaction; strengthen the role of the Institute of Legislation of The Verkhovna Rada in the theoretical and practical support of the Parliament; draft the law-making plan; reform the human resources management in the Secretariate, and change the labour remuneration net.
In the end of the seminar, Serhii Sas, First Deputy Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, announced that the proposals on the structural re-arrangement of the Verkhovna Rada of Ukraine Secretariate could be submitted to the Committee secretariat by 15 December.
