The bill (Reg. No. 6617-1) enhances
legal regulation of relations and activity in the AIDS spread prevention in
Ukraine, and arranges legal conditions for implementation of the best world
practices of control over the AIDS epidemics, as stated in the recommendations
of the Joint United Nations Programme on HIV/AIDS,
the World Health Organization and other special United National agencies
tackling this issue.
The bill also regulates legal relations in the protection of confidential information about the HIV status of an individual, its transfer to the third parties and disclosure.
The Committee members believe that the bill includes the following legislative novelties:
unrestricted access to free post-exposure HIV prevention for the individuals who had a high risk of exposure to HIV in case of sexual abuse or in other cases, respective consulting services provided;
prevention of HIV spread among the injection drug users by introduction of the harm reduction programs, including replacement supportive therapy for the drug addicted;
access of organizations of different forms of ownership, including non-profit organizations, to the fulfillment of the governmental order for medical and social services for the groups in high risk of exposure to HIV, and HIV-positive people.
Adjusting the bill for the second reading, the Committee members took into account the bills No.No. 6617 and 6276, and processed 54 amendments of the People´s Deputies.
