Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for making a full inventory of the social legislation.

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made this statement at the press conference in Kharkiv on Friday, when asked about the financial support of the expenditures for the social security of the children of war. "I believe that the state shall implement all the obligations assumed. Otherwise, the authorities should explain why the laws are being neglected," he declared.

 

V.Lytvyn deems necessary to implement applicable laws instead of passing new resolutions on social matters. "A full inventory of the social legislation is needed," the Head of the Parliament stated. He made this proposal at the latest sitting of the Council of Regions dedicated to the formation of the State Budget for 2011. "We would exert every effort to fulfill the social obligations of the state", V.Lytvyn stressed.  

 

The Chairman of The Verkhovna Rada of Ukraine promised that the budget for 2011 would not include a chapter "suspending the social laws or giving complete control over their realization to the Government, as it used to be." V.Lytvyn supposes that this common vision of the Parliament and the Government complies with the Constitution and the Resolution of the Constitutional Court that prohibited such practice in due time. "If some social obligations must be lifted, a special law must be submitted, followed by public discussion and guarantees of compensations," he stated.  

 

V.Lytvyn calls for considering the idea of including different social privileges and aids into the rate of pensions and wages, public opinion being taken into account.
