Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine is convinced that the Kyiv citizens have the right to elect new team on 31 October that shall manage the capital.
M. Tomenko reminded that pursuant to the Law on local elections that is directed to the President of Ukraine for his signature, 31 October is the date of the conduction of election of all, without the exceptions village, township, city mayors, and all the councils except Kyiv and Ternopil city councils and mayors. The Deputy Chairman stated that in such a way Kyiv citizens may become hostages of the fighting for the finance streams and land in Ukrainian capital. "There is a paradox that the legal authorities of Kyiv are now either on leave or in exile", M. Tomenko declared. The Deputy Chairman of the Verkhovna Rada of Ukraine stated that the Kyiv mayor Leonid Chernovetskyi is constantly on leave or under the medical; treatment and all the leading representatives of his ‘young team´ are either beyond the borders of the state or do not participate in the adoption of the decision in Kyiv city. He also added that the new team appointed by the President of Ukraine has the authorities delegated by V. Yanukovych but not by the Kyiv citizens.
The Deputy Chairman is convinced that if there are no legal decisions on conduction on 31 October of the elections of the Kyiv mayor and Kyiv council, it shall worsen the situation, when there is no social-legitimate authority in the capital of Ukraine.
