The Law defines legal, economic and organizational basis of the economic relations and entrepreneurship in the sphere of the functioning in the sphere of the natural gas market. The document, in particular regulates the economic relations of the land market subjects that arise in the course of its recovering, transpiration, division, supply, keeping and consuming; procedure of the state supervision for the safety works execution on the objects, norms of the secure exploitation of equipment and consuming of the natural gas by the market participants irrespective of the property forms.
Pursuant to the Law, state regulation of the activity of the gas market participants is held by the Cabinet of Ministers of Ukraine, National Committee on regulation of the Electrical Energy of Ukraine and central bodies of the executive power in the framework of their authority.
The document envisages that the state supervision (control) in the sphere of the functioning of the natural gas market is conducted in the framework of their authorities by the central body of the executive power on matters of implementation of the state policy in the oil and gas sphere, National Committee on regulation of the Electrical Energy of Ukraine, central body of the executive power on standardization matters, specially authorized ventral body of the executive power on industrial security, occupational safety, state mining supervision and state regulation in the sphere of the safe keeping of highly explosive materials of industrial purpose and other bodies of the state supervision (control) defined by the Law.
Relevant amendments are introduced to the number of effective Laws: "On Natural Monopolies", "On Licensing of certain Types of the Economic Activity", "On Oil and Gas", "On Measures aimed at the Stable Functioning of the Enterprises of the Fuel-Energy", "On Pipeline Transportation" etc.
A relevant bill is registered under Reg. No.6564.
