Volodymyr Lytvyn: Capacity of the Country to pass Independent Resolutions on the Crucial Aspects of State Management confirms its Political Sovereignty

 

"Today, not independence, but mutual dependence of states is the point. Neither state is absolutely independent. The world becomes more mutually dependent and connected in the economic sense, first of all", Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stated in the interview to "Pro Holovne" TV program at the First National Channel.

 

"Neither country, even as successful and dominating as the USA, can meet the challenges independently", V.Lytvyn believes. As to the political sovereignty, the Head of the Ukrainian Parliament supposes that it is characterized by "the capacity of a country to pass independent resolutions on the crucial aspects of state management."

 

Asked whether political sovereignty of Ukraine is real, V.Lytvyn answered positively. As to the recent declarations regarding possible loss of independence of Ukraine, he stated: "It will not happen." The Chairman of The Verkhovna Rada of Ukraine stated: "Even if the political elite of Ukraine had an irresistible desire to surrender to anyone, the Ukrainian citizens and the world would prevent it."

 

V.Lytvyn is convinced that Ukraine is of great importance for the global and European processes. He reminded that conclusion of the Helsinki Final Act and foundation of the OSCE took place 35 years ago. Since that moment, the issues of democracy, liberty, and human rights are no longer the problems of separate countries, but the issues of entire European and global community. "Neither country can act for the sake of its own interests only, it shall follow the international standards and rules", the Chairman of The Verkhovna Rada of Ukraine stated.  

 

V.Lytvyn called for changing life, strictly observing the Constitution. However, it should be born in mind that the Fundamental Law and amendments to it were adopted for the sake of political matters, not the state development. "It happened in 1996, when the Constitution of the independent Ukraine was adopted as a result of a compromise of political forces represented at The Verkhovna Rada of Ukraine under the pressure of the President of Ukraine", the Chairman of The Verkhovna Rada of Ukraine reminded. He admitted that "this document complied with all crucial international standards."  

 

It also happened in 2004, when introduction of amendments to the Fundamental Law was a compulsory political compromise to avoid the blind corner of confrontation. "Thus, we have got the legitimate grounds for the clash between the political interests and branches of authority", he stated.

 

The Head of the Ukrainian Parliament supposes that Ukrainian politicians "are doomed to draft either a new version of the Constitution or the amendments to it to prevent confrontation and consider current global processes." "I believe this work should be transparent ant fruitful", V.Lytvyn declared.
