The 2nd Working Session of the Heads of Secretariats of the Parliaments of the CIS Member States, the Baltic and the Caucasian States was held at The Verkhovna Rada of Ukraine

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, delivered a welcoming speech at the Working Session. He highly appreciated importance of the parliaments in the support of efficient law-making. He stressed that "secretariats have a lion´s share of success in the work of every parliament."   

 

Valentyn Zaichuk, Secretary General of The Verkhovna Rada of Ukraine Secretariate, presided over the meeting. He drew attention to the transparency of work of The Verkhovna Rada of Ukraine. Thus, satellite channel Rada broadcasts the plenary meetings, while all the journalists willing to cover the work of the supreme legislative authority are accredited at the Parliament.

 

Dmytro Markov, Deputy Secretary General of The Verkhovna Rada of Ukraine Secretariate, reported on the international cooperation between The Verkhovna Rada of Ukraine Secretariate and the foreign parliaments.  

 

He stressed that the international cooperation between The Verkhovna Rada of Ukraine "is a framework for a successful development of international diplomacy of the Ukrainian Parliament, as well as an extra component of the international activity of the deputy corps and The Verkhovna Rada of Ukraine as the legislative branch." He declared that the international activity of The Verkhovna Rada of Ukraine Secretariate fully complied with the Decree on The Verkhovna Rada of Ukraine Secretariate.

 

D.Markov announced that the international cooperation of The Verkhovna Rada of Ukraine Secretariate was supported by the agreements, protocols and memoranda with the secretariats of eight national parliaments. The Deputy Secretary General of The Verkhovna Rada of Ukraine Secretariate stated that these agreements envisaged four basic areas of cooperation between the parliamentary secretariats: reciprocal information supply, exchange of experience in the support of parliamentary activity with the data and analytical materials, internships and exchange visits of the leaders of the secretariats to develop professional contacts. He also mentioned that several agreements concerned larger topics, such as entire range of issues of bilateral parliamentary cooperation.

M.Krotov, Secretary General of the CIS Inter-Parliamentary Assembly, stressed that the Assembly aimed at the development of all forms of the inter-parliamentary cooperation within the CIS. "Cooperation between the secretariats is among the most important areas of international cooperation," he stated.

 

The attendants of the Working Session also discussed the experience of the parliamentary secretariats of other countries (Russia, Kazakhstan and Lithuania).
