Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, is for the Formation of the Working Group to develop the Integral Bill on Amendments to the Constitution of Ukraine and emphasises that the Constitutional Authorities of the Parliament in the Part of the Amendments Implementation to the Principal Law are not supposed to be reduced.
"We need formation of the relevant group in a civilized way consisting of minimal quantity of power representatives. the group is supposed to elaborate the integral project on the Amendments to the Constitution, in particular in the part of the terms of the authorities of the mayors and Deputies; in the part of the organization of power in the regions, definitely separating the authorities on the level President Cabinet of Ministers of Ukraine; and other issues regarding which there are certain recommendations, even on the part of the Council of Europe", V. Lytvyn declared, giving answers on Thursday on the journalists questions in the course of the press-conference.
The Head of the Parliament emphasised the importance of the thorough and sensible approach tot his work "do not rejecting other forms of our life, economic sphere first of all."
Asked by the journalists V. Lytvyn predicted the perspective of the scrutiny by the Constitutional court of Ukraine of the appeals of 252 Deputies regarding the coordination with the Constitution of Ukraine of the Law of Ukraine "On Amendments to the Constitution of Ukraine" from 8 December 2004.
He also pointed out the attention to the fact that the scrutiny of the bill on whole-Ukrainian referendum and appeal of the Deputies to the Constitutional Court have certain in common and expressed the thought that the appeal "is the correct legal way of the problems solution." "I am convinced that we should not make people responsible for these issues", the Chairman of the Verkhovna Rada of Ukraine declared.
The Head of the Parliament repeatedly the point that, irrespective of the decision of the Court, it would be implemented by the Verkhovna Rada of Ukraine and it shall be done in public.
V. Lytvyn is also convinced that the working group on the elaboration of the integral bill on amendments to the Constitution "is to be formed" irrespective of the fact when and how, the Constitutional Court shall scrutinize the issue.
