Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, warns that cancellation of Constitutional amendments of 2004 can lead to the parliamentary elections in March, 2011. He made the above-mentioned statement on Thursday.
"Elections in March are possible", V.Lytvyn stated, adding: "If the issue on cancellation of the Law (Reg. No.2222) that amended the Constitution of Ukraine is proposed on the national referendum, then the elections to The Verkhovna Rada of Ukraine shall be held in March 2011, as the Constitution of 1996 clearly determines that parliamentary elections shall be held in March of the fourth year of the authorities of The Verkhovna Rada of Ukraine." "However, the following issue arises: what should be the subject of the referendum, as there is no Law under Reg. No. 2222, while the Constitution with amendments and supplements is applicable", he stated.
V.Lytvyn declared that Chapter 13 of the Constitution of Ukraine clearly sets the procedure of amending the Constitution, the resolution of the Constitutional Court on this issue being effective. "There are certain collisions only at the level of political discussions and public response to this matter", the Head of the Parliament declared.
He drew attention to the fact that under the draft, referendum shall be held regardless of the will of the President, the Government or the Parliament, only under public support confirmed by three million signatures of the citizens of Ukraine. However, V.Lytvyn stressed: "Referendum is a direct real democratic standard, so we should know in advance how its results should be treated."
