The Committee on Science and Education recommends that the Verkhovna Rada adopts the Draft Resolution on Recommendation of the Parliamentary Hearings "The Innovation Development Strategy of Ukraine for the Years 2010-2020 under the Conditions of Challenges of Globalization" in its Entirety

was declared in the recommendations that the participants of the parliamentary
hearings deem in particular that there are in Ukraine: ambiguities of
legislation in the sphere of innovations, lack of support of progressive norms
of the laws by the relevant by-laws; inconsequent actions of the state regarding
the support of innovational activity subjects etc.
Innovational development in Ukraine according to the participants of the parliamentary hearings is restricted by the systemic factors: lack of adopted strategies of long-termed social-economic, scientific-technical, innovational; development of the state and connected with it consequent foreign and domestic economic policy; incomplete processes of the property division; tendencies to the branches division in the course of the innovational sphere management instead of the necessity of the systemic and consequent implementation of the functional principles.
Thus, it was declared in the recommendations that the present situation in innovational sphere needs immediate elaboration of the state policy that is able to provide strengthening of the objective base of innovational activity and inevitable influence on the economic flourishing of the state.
The Verkhovna Rada is recommended to adopt the bill "Strategy of Innovation Development Strategy of Ukraine for the Years 2010-2020 under the Conditions of Challenges of Globalization." The Committee on Science and Education is supposed to elaborate it taking into the consideration the propositions and remarks of the Ministers and Departments, scientific establishments and hearings members and introduce the bill for the scrutiny of the Verkhovna Rada of Ukraine.
The Cabinet of Ministers among others is recommended to provide efficient implementation of the principles of the Laws "On Scientific and Scientific-Technical Activity", "On State Regulation of the Activity in the Sphere of Technologies Transfer", "On Innovational Activity" and relevant Governmental Resolutions in the course of the elaboration of the State Budget Drafts for the next years.
It was also stated in the resolution that the Government is obliged to increase the rate of effectiveness of the implementation of the instruments of the state support of innovational activity through the mechanism of: grants; direct investment, financial guarantees; stimulation of the commercial banks in investments of innovational activities etc.
