Volodymyr Lytvyn, Chairman of the Verkhovna Rada, named the Biggest Obstacles on the Way of the Solution of the Problems in the Education Sphere - Funding and Political Commitment

Volodymyr Lytvyn, the Chairman of
the Verkhovna Rada of Ukraine
on Thursday met the pupils of
Buhruvatsk secondary compulsory school
(Okhtyrski district Sumy region) that were taken for the
excursion to the parliament. They also are the winners of the Sumy regional contest "Zigrii
Sertse Silskoi Dytyny" (You can warm a Heart of a Village Child), organized
by the Fund of Assistance to Children with oncological illnesses and winners of
the regional stages of the National Ukrainian pupils contests.
In the
course of the meeting the issues regarding the financing of the education in
general and village schools in particular were touched upon. Asked by the
pupils what is supposed to be done to solve the problems in educational sphere,
V. Lytvyn declared that: "It is not as difficult as it seems first if all we should
have normal state Budget." Though, according to him, "now the bill on sequestration
of the state budget on UAH 16 billion is introduced in the Parliament." One
more obstacle according to V. Lytvyn is the fact that "our education is changed
into the field of the political fighting," As an example, V. Lytvyn reminded
the issue on the terms of education in the secondary school: "11 or 12 years of
studying. They think they can solve the issues of the school funding or
personnel problem altering the terms. It is not preliminary tasks and not the
correct direction of reforms." V. Lytvyn is convinced that only parents and
pupils can decide what innovations should be implemented into this sphere.
"Speaking about the village school I will continue doing everything possible to protect village schools, as the village regions give us the most brilliant children", V. Lytvyn emphasised. He is convinced that each township shall have a school, at list for the beginners as "a child is supposed to be near parents."
In the course of the discussion of the national action: "Zigrii Sertse Silskoi Dytyny" (You can warm a Heart of a Village Child), V. Lytvyn declared that is it was a brilliant idea and suggested mutual work on it. "I suppose that if we addressed everyone with the request to warm and support a child in village regions, our life would become much better", he declared and expressed readiness to join the project. "I will try to reach the agreement with the representatives of the parliamentary factions to adopt the decision of the Verkhovna Rada of Ukraine regarding this issue. Though it shall be done after the election campaign as now everyone start embracing first of all teachers as they always are the leaders of the public opinion", the Head of the Parliament declared.
