Conference was opened by Oleksandr Kopylenko, the Director of the Institute of Legislation, corresponding member of National Academy of Science of Ukraine, who emphasised the necessity and social significance of the expert discussion of the problems of the perspective planning of legislative activity.
He also presented to the participants of the conference theoretical-practical edition "Legislative Activity of the Verkhovna Rada of Ukraine of V-VI Convocations Priorities, Parliamentary Practice Experience, Urgent problems" that was elaborated by the specialists of the Institute, under the general editorship by the Chairman of the Verkhovna Rada of Ukraine, National Academy of Science of Ukraine member V. M. Lytvyn.
Yurii Yasenchuk, the Deputy Chairman of the Verkhovna Rada of Ukraine Secretariate pointed out the attention to the fact of lack of the planning for the perspective short-termed (1-2 years) or long-termed (5 years) that would take into the consideration the Program of the Activity of the Government and Program of the Harmonization of the National Legislation to the EU legislation for instance. He is convinced that for today the country needs special law that would define the legal status of the Law as an act of the supreme legal force that would establish peculiar legislative procedure, peculiar for the Parliament, for the adoption of the legislative acts, would define the guarantees of the law harmonization with the laws.
Bordeniuk Vasyl Ivanovych, the Manager of the Central Scientific Experts Office of the Verkhovna Rada of the Verkhovna Rada of Ukraine Secretariate elucidated in his speech the problems of the perspective planning of the legislative activity, connected with the modern political reality in Ukraine.
Speech of the Mykola Fedorin, Deputy Director of the Legislation Institute of The Verkhovna Rada of Ukraine was dedicated sustainable development of the perspective planning of the legislative activity of the Verkhovna Rada of Ukraine.
In the result of the conference it planned to generalize the propositions and recommendation and direct them to the relevant Committees of the Verkhovna Rada of Ukraine and also publishing of the conference materials into the edition of scientific works.
