Volodymyr Lytvyn believes that the Cabinet of Ministers shall not assume the Authorities of The Verkhovna Rada of Ukraine.
"One may salute the only fact that finally we commenced practical actions instead of mere talks on the necessity of the adoption of the economic Constitution of the state Budget Code and Taxation Code", Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine declared on Friday in the course of the interview for the television channel "Rada." He emphasised that the ideas, approaches and basic position that these laws contains used to undergo a broad discussion, in particular in the course of the Council of Regions and the sitting of the Consultative-Deliberative Council of Ukraine.
Though, according to the Head of the Ukrainian Parliament, the point of view of the Cabinet of Ministers of Ukraine is prevailing in these bills. "There are attempts of the Government to assume the Constitutional authorities of the Verkhovna Rada of Ukraine that will never be implemented till I occupy the office of the Chairman of the Verkhovna Rada of Ukraine. All the power branches are supposed to mind their own authorities", V. Lytvyn stated.
Hence according to his calculations, these documents are to undergo a thorough elaboration. "The principles of the bills would be coordinated with the Cabinet of Ministers of Ukraine first of all as well as with the local authorities, thought hey are to be harmonized with the Constitution of Ukraine, taking into the consideration all the branches of power have their own authorities", V. Lytvyn explained.
V. Lytvyn reminded of the situation regarding the adopted in the first reading bill on the fundamentals of the foreign and domestic policy, as for the present moment more than 600 amendments were introduced to it. "It is obvious now that there would be great difficulties in the course of this law scrutiny for it corresponds to stipulated standards and is not discordant", the Head of the Verkhovna Rada of Ukraine emphasised. There are the same problems with the bill on national referendum to which more than 787 amendments have already been introduced by the parliamentarians.
"There is only one conclusion: despite the fact we are pressed for time, we are obliged to elaborate the bill preliminary in such a way that all the specialists are involved in the process. I am convinced that in the course of the scrutiny of the issues concerning the interests of the while society it is necessary to conduct everything without rush.
Taking into the consideration these facts I am to declare that the session twill be prolonged at least for one wee", Volodymyr Lytvyn declared and added that if the Verkhovna Rada fails to adopt new version of the Budget Code and Taxation Code till 15 July, the Cabinet of Ministers according to the effective legislative base is supposed to elaborate the Budget Bill 2011 pursuant to the previous legislative base that does not correspond the new reality and problems.
