The Committee on Legislative Support of Law Enforcement recommends that the Verkhovna Rada adopts the Draft resolution on Conduction on 10 November 2010 of the Parliamentary Hearings: "On Abidance by the Human Rights in the course of the Activity of Law Enforcement Agencies" as a Basis and in its Entirety

Such a decision was adopted by the Committee members in the result of the numerous appeals of the citizens of Ukraine. V. Shvets, Chairman of the Committee, briefed on rapid increase of the quantity of citizens´ appeals, especially telegrams regarding the effective legislation violations, human rights abuse in the course of the activity of the law enforcement agencies.

 

In the course of the Committee sitting it was declared that the activity of the law enforcement agencies of Ukraine causes serious concern regarding the human rights obedience in particular taking into the consideration present situation with numerous facts of torture cases and other forms of abusive treatment on the part of the law enforcement agencies officers.

 

Parliamentarians are convinced that the public opinion should become the criterion of effectiveness of the law enforcement agencies activity. "Otherwise we will face the situation of impunity of their activity with the future formation of illegal, uncivilized police state", the Committee members emphasised.

 

Having discussed the information regarding the numerous facts of torture cases and other forms of abusive treatment on the part of the law enforcement agencies officers and having heard the speeches of the People´s Deputies of Ukraine, the Committee resolved to introduce for the scrutiny of the Verkhovna Rada of Ukraine draft resolution (Reg. No6640).
