Mykola Tomenko: Ukrainian People should prevent creating a Police State headed by the Tax Inspectorate named after Lavrentii Beria
Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, commented upon the Tax Code adopted in the first reading. He stated that apart from essential remarks concerning the rate and character of tax load, there are several utterly important issues to be mentioned.
M.Tomenko singled out five innovations of the Tax Code that "can turn Ukraine into ‘a police state.´ "Firstly, a new institution under the name ‘a specialized state tax inspectorate´ will be established in addition to the revenue service and tax police", he stated. Considering the action plan of this institution, it will be granted the authorities like NKVD (People´s Commissariat for Internal Affairs) had in due time, the methods of this organization being used and gained notoriety in Stalin times. "If the institution wit such authorities is established, it should be named after Lavrentii Beria", the Deputy Chairman of The Verkhovna Rada of Ukraine stated.
The second innovation is that the Tax Code authorizes this institution and its tax inspectors to exert tax control by indirect means. "Indirect means include economic analysis, monitoring, analogies and drawing economic analogies to control the expenditures and the revenue of individual taxpayers", he stated.
"The third innovation presupposes that tax inspectors can survey the individual taxpayers", M.Tomenko stated. The fourth one: extraordinary on-site inquiries are permitted." "Tax inspectors are authorized to inspect the territory, premises and property of the taxpayers", the Deputy Chairman of The Verkhovna Rada of Ukraine stated.
"I am convinced that not only opposition, but also businessmen and Ukrainian people will exert every effort to prevent embodiment of these five principles of the police state", Mykola Tomenko declared.
