The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends that the Parliament rejects the Bill on the Keeping of Domestic Animals in the Localities of Ukraine

The bill (Reg. No.6240) defines the basic principles of organization and legal conditions of keeping domestic animals in the localities of Ukraine. In particular, it defines the obligations of animal keepers, implements the principal demands to the rules of animals walking, their registration and identification, transporting in public transport, conduction of purchase of animals and utilization of dead animals, authorities of the executive power bodies in the sphere of domestic animals keeping.

 

In the course of the Committee sitting it was declared that the bill is drafted as a separate Law, though several provisions duplicate or contradict the requirements of the Law "On Protection of Animals from Cruel Treatment"

 

A. Semynoha, Chairman of the Committee, stated that the bill contained requirements and references to the normative-legal acts and provisions that had not been drafted or contradicted the applicable ones.

 

According to the Committee members, "adoption of a separate Law to regulate the relations connected with the keeping of domestic animals in townships is unnecessary; this issue should be settled by amending the effective Law."
