Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that the Parliament may scrutinize the bill on the National Referendum in the second reading on 2-9 July.

 

Asked at the Monday´s briefing, V.Lytvyn explained that the profile committee would summarize the motions to the bill till 17 June. Afterwards, the documents shall be adjusted and brought before Parliament.

 

The Head of the Parliament stated that the bill shall be harmonized with the Constitution of Ukraine, in particular with Clause 13 of the Fundamental Law.

 

Asked about the deadlines for adopting the Budget and the Tax Codes, V.Lytvyn stated that the Cabinet of Ministers of Ukraine failed to submit the governmental draft Tax Code, since a corresponding bill drafted by People´s Deputy Mykola Katerynchuk had already been registered at The Verkhovna Rada of Ukraine.

 

V.Lytvyn reminded that the draft by Mykola Katerynchuk would be scrutinized on 15 June. If the document is supported, the Government will be able to introduce its motions regarding the bill during its adjustment for the second reading.

 

If the draft by Mykola Katerynchuk is not supported, it will be considered as rejected, then "the way towards submission of the governmental bill will be clear in a legal context", the Head of the Parliament stated.

 

"It is of utter importance that new versions of the Budget and the Tax Codes are compatible, otherwise, controversies will arise", V.Lytvyn stated. He made it a point that the Law on the Budget Code is of greater importance, as "the Tax Code can be drafted after its adoption."

 

V.Lytvyn drew attention to the deadlines for scrutiny and adoption of these documents. He reminded that all amendments to the tax legislation shall be adopted till 15 July.
