In the meeting took part the People´s Deputies of Ukraine, Council of Europe Experts, representatives of the Cabinet of Ministers of Ukraine, other central and local bodies of the executive power, local self-government bodies and their associations, public organisations and research institutes.
In the course of the meeting were discussed: the ways of the further work regarding the legislative preparation and conduction of the administrative-territorial reform in Ukraine; Ukrainian and European experience regarding the conduction of the state-legal experiments in the sphere of reformation of the administrative-territorial division.
Opening the meeting, the Chairman of the Sub-committee of the State Committee on State Building Vasyl Demchyshyn emphasised the special role of the documents of the Council of Europe, European Charter on Local Self-Government, in particular, for the further development of the Ukrainian state and emphasised that still there are certain problems in Ukraine with the implementation of certain principles.
In the course of the discussion it was declared that the legislative provision of the administrative-territorial reform conduction in Ukraine presupposes the adoption of the Law "On administrative-Territorial Division of Ukraine" and introduction of the amendments to the effective Laws "On Local Self-Government in Ukraine", "On Local State Administrations", "On Elections of the People´s Deputies of the Verkhovna Rada of the Autonomous Republic of the Crimea, Local Councils and Village and City Mayors", "On Bodies of the Citizens Self-Organisation" and also to the Budget Code of Ukraine.
In the course of the sitting the bill on state-legal experiment in the sphere of the local and regional development was discussed. Pursuant to the bill, the principal actions of the indicated experiment are reorganization of the territory managements system, improvement of the structure of the local executive power bodies, local self-government bodies etc.
