The Committee members declared that the implementation of the Resolution that is supported by the loan of International Bank for Reconstruction and Development, envisages the implementation in all the local departments of social protection and labour the standard model of social assistance rendering. It needs the formation of extra level of material-technical supply for the local bodies on social protection and labour, in particular, renovation of the park of computer and office equipment, implementation of new modern information technologies, personnel training etc.
In the result of the Court of Auditors conclusion, the state of implementation of the Resolution in 2009 is unsatisfactory. From the amount of planned in 2009 22 agreements, only 8 were concluded and out of 5 agreements, total sum of which are UAH 56 million, envisaged before the completion, none was concluded in time. From budget appropriation in 2009 for the sum UAH 370 million UAH 294 million remained unimplemented (79,3%).
According to the evaluation of the Court of Auditors of Ukraine in connection with the low rates of the implementation of the Resolution and non-effective funds use in 2009, its completion is actually impossible in the term that was suspended till June 2010 and in repeatedly planned term July 2011.
Court of Auditors came to the conclusion that the Ministry on Social Policy and Labour, despite the given propositions, failed to improve the system of the evaluation of the Resolution purpose and its effectiveness indexes and as a result, the existing system does not provide in-time detection of the causes of the failures and taking necessary measures to alter the situation.
The Committee members having scrutinized the report of the Court of Auditors, explanations of the Ministry on Social Policy and Labour, Economics and Finance, State Treasury, recommends the Cabinet of Ministers hear the report of the Leaders of the Ministry on Labour and Social Policy as a responsible executor of the Resolution and on measures to be taken to accelerate its completion.
The Committee recommends that the Ministry on Social Policy and Labour provides steady execution of the Plan of actions to provide the execution of the investments programs in Ukraine for 2010.
