The Committee on Justice recommends that the Parliament adopts the Bill "On Judicial System and the Status of Judges" in the Second Reading and in its Entirety

The bill (Reg. No. 6450) offers comprehensive reform of the judicial system in conformity to the international standards to enhance the social role and status of judges; guarantee independence of judges of any influence and improve citizens´ access to court.  Legislative provisions also implement the resolutions of the Constitutional Court of Ukraine.

 

The bill alleviates the procedure of appointing and dismissing the judges elected for a permanent term: these issues shall be included on the priority agenda of The Verkhovna Rada session without voting and scrutinized without the Committee´s conclusions.

 

To enhance the system of courts of general jurisdiction, the bill establishes the Higher Specialized Court of Ukraine in charge of civil and criminal cases, which shall function as a court of cassation as the Higher Administrative Court and the Higher Economic Court.

 

The bill aims at fighting corruption. Thus, the salary of judges of the courts of first instance increases by 5 times. Public responsibility of judges grows.   

 

The legislative act liquidates territorial qualifications commissions.

 

The subjects of legislative initiative submitted 1724 amendments, while the bill was being adjusted to the second reading, while 400 amendments were taken into account.
