V.M. Lytvyn, Chairman of the Verkhovna Rada of Ukraine and J. Tefft, Ambassador Extraordinary and Plenipotentiary of the USA to Ukraine awarded the Certificates to the Graduates of the Program on Assistance to the Parliament of Ukraine

V.M. Lytvyn, Chairman of the Verkhovna Rada of Ukraine and J. Tefft, Ambassador Extraordinary and Plenipotentiary of the USA to Ukraine awarded the Certificates to the Graduates of the Program on Assistance to the Parliament of Ukraine.

 

Greeting the participants of the ceremony V. Lytvyn declared that during 15 years of the Program existence more than one thousand interns participated in the program, the majority of them found their work in the state power and local self-government bodies. The Chairman of the Verkhovna Rada stated that «in the framework of the Program it is a lot and in the framework of the state, unfortunately is little, as these talented young people are the present ant the future of our state." V. Lytvyn is convinced that the Program develops leadership and without leaders there is no efficient state management.

 

V. Lytvyn expressed for "the necessity of the positive development of the state that enables each person to achieve certain targets" and expressed regret that "appreciation of this fact, unfortunately, is quite a slow process." "There should be only not a civilized change of epochs, but change of people of the epochs", he emphasised and added that it would be hard to impalement without the altering of the election system as people are supposed to elect personality in the light of the party appurtenance.

V. Lytvyn stressed that everyone who has come to the trainings in the Verkhovna Rada of Ukraine is supposed to be in a great demand on the state service. "We need to have definite program of training of politicians and string leaders", V. Lytvyn indicated. Though, he is convinced that it should be held according to the personal and individual approach, thus the politics in the state should be transparent with public dialogue.

 

The Head of the Parliament declared that such trainings are very popular and have great positive impact as in Ukraine as in other European countries. "In such a way we work for our future", he stated.

 

Ambassador Extraordinary and Plenipotentiary of the USA to Ukraine positively evaluated the opportunity for young people to participate in such a Program and expressed hope that the Project would facilitate the improvement of the state management in Ukraine. "Ukraine has great potential for the development of democracy and become an example for other world countries", Mr. Ambassador declared.
