The bill (Reg. No.5126) establishes criminal responsibility for violation of rules for walking pets (dogs) if the animal inflicted bodily injuries of moderate gravity, grave bodily injuries, or fatal injury to the victim (victims).
The authors deem necessary to strengthen responsibility for violation of rules for walking pets (dogs) which led to infliction of bodily injuries or fatal injury to other persons.
The Committee members uphold the bill, as its implementation will establish responsibility for violation of rules for walking pets (dogs) which led to infliction of bodily injuries or fatal injury to other persons, and embody the principle of inevitability of punishment.
