Volodymyr Lytvyn, Chairman of the Verkhovna
Rada of Ukraine
took part in the Sitting of the Creative Intelligentsia Club named after Frolkis on Monday.
In the course of his speech V. Lytvyn expressed his thoughts regarding the broad circle of issues, connected with the current political situation in Ukraine, perspective of its development and also problems of the science funding and increase of its authority in the society.
The Head of the Parliament declared that he "is glad to have an opportunity to be present on such sitting of artistic and creative intelligentsia, as here artistic and scientific thoughts prevail while the politics is exhausting."
Asked by the journalists regarding the fact why the state fails to overcome social split and disunion, V. Lytvyn named two main reasons of it. First of all, according to him, the people treat their election choice not properly, "as it was in Soviet period when elections were some kind of mere duty and ceremony." The second one, according to the Speaker is that "Ukrainian politicians failed cope with work based on the effective legislative base."
Though, V. Lytvyn named it positive result that there is today a mutual understanding between the branches of power aimed at the common work. "Other question is whether we will cope with the task to coordinate the reforms implementation", he stated.
The Chairman of the Verkhovna Rada of Ukraine paid special attention to the issue of the personnel policy of the state as the next sitting of the Council of Regions shall be dedicated to this issue.
V. Lytvyn also touched upon an issue of the local elections and declared that "they are supposed to solve not tactical political and party tasks but the issue connected with the ordering of the system of the local power" and explained that it is necessary to order the terms of the local elections conduction and unify the terms of the authority of the local mayors.
Speaking on the problems of the scientific sphere, V. Lytvyn stated that according to him, science in Ukraine would receive new impulse with the development of small and medium-sized businesses. The Head of the Parliament explained that under the condition there is no monopolized economics, there would be a competition in these categories of business hence the involvement of new scientific technologies and inventions would be unavoidable and compulsory.
