Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine mentioned that the local authorities, that in its prevailing majority fulfills the functions of the Party of Regions campaign offices foe the local elections, actively form the registers of loyal and disloyal to them citizens (businessmen, teachers, public and cultural men etc.) He emphasised that all the attempts of the Party of Regions representatives to explain that such centralized collection of information if only "dullness" of the local officials, that act on their own initiative, "do not correspond tot he reality to put it mildly" and announced that representatives of the educational establishments, state enterprises and commercial structures personally addressed him with the facts that prove the information mentioned above.
M. Tomenko reminded that in 20ies of the last century the method of the psychological and administrative pressure on the certain persons, organisations, villages that were not activity in grain purchases and support of the Soviet power was widely implemented. Later, during the times of Famishment 1932-33 years "shame boards" became the marks for the numerous villages, regions etc. Though there were also honours boards for the "correct and loyal people", M. Tomenko explained.
M. Tomenko also addressed the personnel of the educational establishments, leaders of the state enterprises and commercial structures with the request not to conceal this information as "only its making public can stop the renovated tradition of shame boards."
