The Committee on Social Policy and Labour has conducted a Round Table Discussion: "Reality and Perspectives of Poverty Overcoming in Ukraine"

In the meeting took part the People´s Deputies of Ukraine, representatives of the international organizations, Ministers and Departments, public organizations and scientists.
Vasyl Khara, the Chairman of the Committee opening the meeting declared that "poverty for Ukraine is a sharp problem. From 2000 the politicians and public organisations make everything possible to overcome the problem, as on the state level were elaborated the measures on overcoming the poverty, they are successfully implemented, the poverty was almost overcome though now the situation worsened."
‘Round Table" participants also stated that the problem of poverty is one of the most alarming social problems in Ukraine. According to them, it is poverty that defines the restriction of the access of the majority of the citizens in our state to the resources of development: well-paid job, qualified services, education, health protection, possibilities of successful socialization of children and youth.
Necessity of immediate solution of the indicated problem is connected with the world tendencies in the sphere of labour and demographic situation that worsens, hence with the changes consequences, caused by the altering of the social system of the state.
The main causes of poverty of employed people they named deregulation of the social-labour sphere and wages in particular, considerable reduction of the gross value of the latter in GDP.
The participants of the meeting emphasised that there are three principal economic factors that influence the poverty of the employed citizens: reduction of the average rate of the citizens´ income, low rate of minimal social guarantees, increasing inequality in the division of income.
The speakers also emphasised the fact that it is impossible to solve the problem effectively without the improvement of the salaries and wages policy. According to the participants of "the round table" the model of poverty that is formed in Ukraine is first of all the result of the low rates of income from employment and it the result though their taxation the low rate of social transfers.
The participants of the meeting also pointed out the attention to the fact that the poverty problem in Ukraine is closely connected with the problems of territorial structure of our economic. "Poverty in Ukraine is of bright regional character", they stated.
The property differentiation, according to the meeting participants is also one of the biggest poverty factors that continue the eternal global problem of inequality in Ukraine.
The Cabinet of is recommended with the elaboration and submission for the scrutiny in the Verkhovna Rada of Ukraine of the project of the National program of poverty overcoming and prevention for the year 2010-2015 and bills on the collateral system of the pension insurance, crediting of higher education, ratification of the convention of International Labour Organization.
