In May 2010, the People´s Deputoes of Ukraine Yu. S. Serbin, V. V. Rybak, A. I. Martyniuk, V. A. Poliachenko, O. V. Baranov and A. A. Radovets introduced for the scrutiny of the Verkhovna Rada of Ukraine The Draft Urban Planning Code of Ukraine.
The indicated bill is elaborated by the Working Group, formed by the decision of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy.
The remarks of the Central Scientific Experts Office to the Governmental bill (Reg. No5181 from 29.09.2009) were taken into the consideration.
The bill includes the Laws of Ukraine: "On Basis of City Planning", "On Architectural Activity", "On Planning and Building on the Territories", "On Building Norms." When the Urban Planning Code of Ukraine comes into action, the indicated Laws lose their efficiency.
In the course of the elaboration of the bill elaboration the numerous double norms were corrected, they also strictly separated the notions objects of architecture and objects of state planning.
The parliamentarians regulated not only the terms of the documentation according to the bill organization and terms of its adoption of the customers.
Aimed at the maximum simplification of the licensing procedures for the citizens that are eager to build their own dwelling, the Code envisaged the implementation of the building passport.
The Code comprises 9 Parts, 23 Chapters and 162 clauses and implements the general legal and organizational principles of planning and building on the territories of Ukraine and is aimed at the formation and development of the valuable environment for a citizen´s activity, stable development of the townships and coordination of the state, public and private interests.
