Volodymyr Lytvyn calls for adopting the Law on the Underground and the State Program on the Underground Development till 2015

During the Saturday´s working visit to the city of Kharkiv, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, surveyed construction of a new underground station "Oleksiivska" in Kharkiv. He surveyed the construction works, and met the builders and the city officials.

 

The Chairman of The Verkhovna Rada of Ukraine stressed the necessity of timely allocation of funds in the amount of UAH 250 million envisaged by the State Budget of Ukraine for 2010 for the construction of the station. V.Lytvyn claimed to have a talk with the Minister of Finance of Ukraine regarding fulfillment of obligations on this issue. Moreover, he stated that further construction of Kharkiv underground shall be envisaged in the State Budget for the next year.

 

The Head of the Parliament expressed his gratitude to the builders, personnel of Kharkiv underground and city officials for the non-suspension of construction in the period, when the State Budget was not adopted. "Currently, a few objects are being built, hence, they deserve special attention", he stated.

 

V.Lytvyn calls for adopting the law on the underground and the State Program on the Underground Development till 2015. V.Lytvyn supposes that the law on the underground shall envisage governmental policy in this field, financial base, regulation of property and exploitation, formation of prices. "This range of issues shall be settled at the legislative level", the Head of the Parliament stated.

 

"Underground includes not only tunnels and rails, but also rolling stock. Our industry shall develop. It goes without saying that one working place in the construction sector creates five places in the related sectors. Developing construction, we will develop the country", the Chairman of The Verkhovna Rada of Ukraine stated.

 

To facilitate drafting and adoption of the law on underground, V.Lytvyn deems necessary to include it to the general plan of preparation for EURO-2012. "Then the purpose of its adoption will not be questioned", he stated.
