The Committee on Industrial and Regulatory Policy and Entrepreneurship recommends that the Parliament adopts as a Basis the Bill "On Licensing in the Sphere of Economic Activity" (regarding the Conduction of Economic Activity based on Declaration Submission)

The Bill (Reg. No6265) suggests implementation of the fact that the right of the business entity on the conduction of certain actions regarding the conduction of economic activity or types of economic activity based on the declaration of correspondence of the material-technical base to the requirements of legislation are spread on all the types of the economic activity except those defined by the Cabinet of Ministers.

 

For the provision of wider implementation of the declarative principle of business commencement, that, according to the parliamentarians would simplify the business commencement, the bill suggests the spreading of the right of the business entity on the conduction of certain actions regarding the conduction of economic activity or types of economic activity based on the declaration submission on all the types of the economic activity, not prohibited by the law.

 

The Cabinet of Ministers is also vested with the right to define the register of certain actions regarding the conduction of the economic activity and certain types of it that can not be conducted according to the declaration submission.
